This lecture will describe research in chemistry and polymer materials carried out in the Williams research laboratories.
This research focusses on how to activate and transform non-petrochemical raw materials into polymers (plastics). For example, waste plants or agricultural by-products or even waste carbon dioxide can all be used as raw materials to make polymers, replacing petrochemicals derived from oil. The properties of polymers will be discussed and examples will given of possible end-user applications for these new renewable polymers. The lecture will introduce some concepts to consider when evaluating polymer sustainability and life cycles.

This book colloquium will discuss Shoshana Zuboff’s The Age of Surveillance Capitalism, her influential account of the challenges to humanity posed by the digital future, specifically, how the commodification of personal information threatens our core values of freedom, democracy, and privacy.
In this masterwork of original thinking and research, Shoshana Zuboff provides startling insights into the phenomenon that she has named surveillance capitalism. The stakes could not be higher: a global architecture of behaviour modification threatens human nature in the twenty-first century just as industrial capitalism disfigured the natural world in the twentieth.
Zuboff vividly brings to life the consequences as surveillance capitalism advances from Silicon Valley into every economic sector. Vast wealth and power are accumulated in ominous new “behavioural futures markets”, where predictions about our behaviour are bought and sold, and the production of goods and services is subordinated to a new “means of behavioural modification”.
The threat has shifted from a totalitarian Big Brother state to a ubiquitous digital architecture: a “Big Other” operating in the interests of surveillance capital. Here is the crucible of an unprecedented form of power marked by extreme concentrations of knowledge and free from democratic oversight. Zuboff’s comprehensive and moving analysis lays bare the threats to twenty-first century society: a controlled “hive” of total connection that seduces with promises of total certainty for maximum profit – at the expense of democracy, freedom, and our human future.

Professor Sir Adam Roberts, Senior Research Fellow in International Relations, University of Oxford, will deliver a lecture on the contemporary decline of the liberal order, and call for a rethinking of liberal ideas and practices. The Keynote Lecture will open a workshop the following day.
The term ‘liberal international order’ has become widely used – generally to refer to the international system that developed in the years after the end of the Cold War in 1989, or even to the whole period since the end of the Second World War in 1945.
Although the term itself is relatively new, the ideas and practices that comprise it are not. They include multi-party democracy, the growth of international law and institutions, recognition of human rights, freedom of religious belief, the removal of barriers to international trade.
All of the above have been advocated as means of reducing the incidence of war between states. This is not an elegy for a liberal international order that is now under threat, but rather a call for rethinking it, especially in light of its long, diverse, and troubled history.
Adam Roberts is Senior Research Fellow in International Relations at Oxford University and a Fellow of Balliol College. In 2009–13 he was President of the British Academy, the UK national academy for the humanities and social sciences. He was awarded a knighthood in 2002 for services to the study and practice of international relations, and has given expert advice to parliamentary committees, governments and non-governmental bodies in the UK and overseas.
His numerous books include (co-edited.) Civil Resistance in the Arab Spring: Triumphs and Disasters, Oxford University Press, 2016. He is currently working on a book on the history of the idea of liberal international order.
Join us as we hear from Prof Martin Bureau (University of Oxford) about his research on Supermassive black holes.
‘Supermassive black holes are now known to lurk at the centre of most
galaxies. They are also believed to play a key role in the evolution
of galaxies, by regulating the supply of the gas necessary to form
stars. Here, I will present key results from the mm-Wave
Interferometric Survey of Dark Object Masses (WISDOM), a high
resolution survey of molecular gas in galaxy nuclei. I will first show
that carbon monoxide (CO) can be used to easily and accurately measure
the mass of these supermassive black holes. I will then discuss
substantial ongoing efforts to do this, and present many new
spectacular measurements from the Atacama Large
Millimeter/sub-millimeter Array (ALMA), the largest ground-based
telescope project. This effort opens the way to literally hundreds of
measurements across galaxies of all morphological types, both active
and non-active, with a unique method. It thus promises to
revolutionise our understanding of the co-evolution of galaxies and
black holes.’

A workshop to scrutinize the transformation of the contemporary international order, encompassing its social, political, legal, economic, and technological dimensions. The workshop will serve as an in-depth examination of the issues outlined in Professor Sir Adam Roberts’ lecture of the previous day.
It is plain that shifts in the organization and structure of the international order, and the social relationships within these, are experiencing stress and strain and being reconceived and redesigned in reaction to deeper forces.
Among the factors driving this change and revision, even transformation, include:
relations among nations;
the rise of social movements in response to changing attitudes to authority and established ideas and institutions;
altered dispositions towards international law and international and regional institutions;
challenges to the liberal order;
scepticism about human rights, universal principles, and the power of the courts to uphold them;
new economic perspectives, revised business and financial relations and practices; and
the rapid development of technology, the dawn of the digital age, and the consequences.

This talk will focus on the disruptive ingredients and recipes at the heart of Ocado’s ongoing journey of self-disruption and reinvention.
One of these recipes relates to growing, manufacturing and delivering our food in much more efficient, scalable and sustainable ways. This is going to require some much bigger thinking.

Lecture 2: The case for collective defined contribution (CDC)
On any sensible approach to the valuation of a DB scheme, ineliminable risk will remain that returns on a portfolio weighted towards return-seeking equities and property will fall significantly short of fully funding the DB pension promise. On the actuarial approach, this risk is deemed sufficiently low that it is reasonable and prudent to take in the case of an open scheme that will be cashflow positive for many decades. But if they deem the risk so low, shouldn’t scheme members who advocate such an approach be willing to put their money where their mouth is, by agreeing to bear at least some of this downside risk through a reduction in their pensions if returns are not good enough to achieve full funding? Some such conditionality would simply involve a return to the practices of DB pension schemes during their heyday three and more decades ago. The subsequent hardening of the pension promise has hastened the demise of DB. The target pensions of collective defined contribution (CDC) might provide a means of preserving the benefits of collective pensions, in a manner that is more cost effective for all than any form of defined benefit promise. In one form of CDC, the risks are collectively pooled across generations. In another form, they are collectively pooled only among the members of each age cohorts.
What happens when new artificial intelligence (AI) tools are integrated into organisations around the world?
For example, digital medicine promises to combine emerging and novel sources of data and new analysis techniques like AI and machine learning to improve diagnosis, care delivery and condition management. But healthcare workers find themselves at the frontlines of figuring out new ways to care for patients through, with – and sometimes despite – their data. Paradoxically, new data-intensive tasks required to make AI work are often seen as of secondary importance. Gina calls these tasks data work, and her team studied how data work is changing in Danish & US hospitals (Moller, Bossen, Pine, Nielsen and Neff, forthcoming ACM Interactions).
Based on critical data studies and organisational ethnography, this talk will argue that while advances in AI have sparked scholarly and public attention to the challenges of the ethical design of technologies, less attention has been focused on the requirements for their ethical use. Unfortunately, this means that the hidden talents and secret logics that fuel successful AI projects are undervalued and successful AI projects continue to be seen as technological, not social, accomplishments.
In this talk we will examine publicly known “failures” of AI systems to show how this gap between design and use creates dangerous oversights and to develop a framework to predict where and how these oversights emerge. The resulting framework can help scholars and practitioners to query AI tools to show who and whose goals are being achieved or promised through, what structured performance using what division of labour, under whose control and at whose expense. In this way, data work becomes an analytical lens on the power of social institutions for shaping technologies-in-practice.
Lecture 3: The case for an unfunded pay as you go (PAYG) pension
The previous two lectures grappled with various challenges that funded collective pension schemes face. In the final lecture, I ask whether an unfunded ‘pay as you go’ (PAYG) approach might provide a solution. With PAYG, money is directly transferred from those who are currently working to pay the pensions of those who are currently retired. Rather than drawing from a pension fund consisting of a portfolio of financial assets, these pensions are paid out of the Treasury’s coffers. The pension one is entitled to in retirement is often, however, a function of, even though not funded by, the pensions contributions one has made during one’s working life. I explore the extent to which a PAYG pension can be justified as a form of indirect reciprocity that cascades down generations. This contrasts with a redistributive concern to mitigate the inequality between those who are young, healthy, able-bodied, and productive and those who are elderly, infirm, and out of work. I explore claims inspired by Ken Binmore and Joseph Heath that PAYG pensions in which each generation pays the pensions of the previous generation can be justified as in mutually advantageous Nash equilibrium. I also discuss the relevance to the case for PAYG of Thomas Piketty’s claim that r > g, where “r” is the rate of return on capital and “g” is the rate of growth of the economy.

The COVID-19 pandemic is having an unprecedented impact on societies around the world.
As governments mandate social distancing practices and instruct non-essential businesses to close to slow the spread of the outbreak, there is significant uncertainty about the effect such measures will have on lives and livelihoods. While demand for specific sectors such as healthcare has skyrocketed in recent months, other sectors such as air transportation and tourism have seen demand for their services evaporate. At the same time, many sectors are experiencing issues on the supply-side, as governments curtail the activities of non-essential industries.
Which industries will suffer most from demand-side or supply-side shocks resulting from the pandemic? Which workers are most of risk of unemployment or reduced wage income? Who will be the winners and losers?
Professor Doyne Farmer and Maria del Rio-Chanona will talk about their recent paper which estimated these shocks would threaten around 22% of the US economy’s GDP, jeopardise 24% of jobs and reduce total wage income by 17% – while the potential impacts are a multiple of what was experienced during the global financial crisis, and perhaps comparable to the Great Depression. Aggressive fiscal and monetary policies are needed to minimise the impact of these shocks but the avoidance of endangering public health must be the priority.

Narrative Futures is the capstone podcast project of the Futures Thinking network at TORCH. Supermodel and activist Diandra Forrest also joins the conversation. Fellow guest speaker Stephan Bognar, Executive Director of New York Dermatology Group Foundation, completes the line-up. They worked together previously on the Colorfull campaign, which was conceived by NYDG to highlight the prejudice that albinism attracts.

Covid-19 killed around two million people in 2020. At the same time, the social and economic impact of the pandemic led to an 8% reduction in greenhouse gas emissions, the biggest one-year decline on record.
As the pandemic is brought under control from 2021 onwards, by supplementing current control methods with vaccination, there are big opportunities to sustain the benefits of lower emissions for health and well-being. The direct benefits are fewer droughts, floods, heatwaves, storms and wildfires, and cleaner air. Indirect health benefits are expected from better nutrition, safe sanitation, energy-efficient health services, and jobs in the green economy, among others.
In this conversation, Sir Andy Haines (Professor of Environmental Change and Public Health, London School of Hygiene & Tropical Medicine) and Chris Dye (Professor of Epidemiology, University of Oxford) consider how better health and well-being are an both argument for, and a consequence of, making progress towards “net zero” carbon emissions.

The failure to stem the tide of biodiversity loss, or to address the deeply related issue of climate change, demands we quickly find more ambitious and more coherent approaches to tackling these challenges.
Nature-based Solutions (NbS) are one such family of approaches that has recently gained prominence in international policy and business discourse. Broadly defined as actions that involve working with nature to address societal goals, NbS are being widely hailed as a win-win for addressing biodiversity loss and climate change. However, this win-win scenario is not guaranteed.
Some NbS – particularly those involving planting trees in naturally treeless habitats – can have negative outcomes for climate change mitigation, biodiversity and local peoples’ livelihoods. There are also critical questions around the timeframes over which NbS can help tackle the biodiversity and climate crises given the negative impacts of warming on the health of the biosphere.
In the second discussion in the Oxford Net Zero Series, hosted by the Oxford Martin School, Professor Nathalie Seddon, will bring together interdisciplinary researchers and practitioners to explore the value and limits of working with nature to address climate change and why NbS must both support biodiversity and be implemented with, by and for people, if they are to provide benefits over the longterm.
