The UK government in its role as the funder of research and its dissemination has decided that research outputs should be open access. They argue that the people pay and the people should be able to find out what researchers have discovered. They also want research to lead to innovation in industry and the forming of optimal social policies. How can research become more accessible to non-researchers? How do you measure impact? A whole range of new metrics are emerging under the general heading of altmetrics (alternative metrics). What can and should publishers do?
