‘State-led Low-carbon Transitions in Urban China: The Case of Qingdao’ – Le Yin Zhang

Reflecting on the experiences of the low-carbon pilot cities (especially Qingdao), this presentation explores the contexts and key drivers of low carbon transitions among Chinese cities. It identifies the principal mechanisms of the dominant state-led approach and assess its strengths and weaknesses. It also discusses the theoretical and policy implications of the findings.
